Angelic Montmorancy
Free specialty-change cleanse/heal. The single best early support investment on a constrained account.

TL;DR — Short answer: build one PvE core first (Angelic Montmorancy, Falconer Kluri, Commander Lorina, plus a farmer such as Alexa), then add one Guild War backbone (tank + revive/cleanse) and one World Arena opener (speed/CR or control). Transfer keeps your old progress but does not move a legacy Heir onto Foundry; Foundry GW and WA unlock on separate dates, so spend resources against those dates — not against every banner.
Bands = investment order for a Steam/transfer account. They are not a claim that a hero is globally S-tier.

Most tier lists answer “who is strongest on the full roster?” This one answers a narrower question: with a Steam/Foundry account — or a legacy account you just moved to Steam — which heroes should you actually build first for PvE, Guild War, and World Arena? Bands reflect build priority for that account, not an absolute global ranking.
Public tier lists such as epic7db and Prydwen rank the full roster for the current patch. They are useful when you own most heroes and want the absolute best pick. They are less useful when your account is one week old, when your gear is a single Wyvern set, or when you have just converted a legacy login and cannot afford to rebuild a second roster on Foundry.
Our lens is narrower and more practical: free or low-cost units you can actually obtain on a Steam/Foundry account, plus a small set of widely cited GW/WA staples that show the roles your starter roster cannot fill. Where we name those staples, we are repeating public consensus, not inventing a new ranking. Check the linked sources for full kits, current patch notes, and absolute PvP placement.
Resource constraint is the whole point. A transfer account keeps progress, purchases, and unclaimed rewards, but Foundry is a separate server track with its own characters and matchmaking. You do not get a second gear library, a second molagora stock, or automatic Foundry entry. That changes the answer from “build the best hero” to “build the smallest roster that clears the next gate.”
Read each band as an investment instruction for a constrained account, not as a verdict on the hero's absolute power. A hero can be A here and still be the best pick in a different roster.
| Band | Label | What it means for a Steam/transfer account |
|---|---|---|
| S | Build first | Slot-defining for this scenario; unlocks the next gate or covers the role your account cannot skip. Level, awaken, and give your best gear first. |
| A | Build next | Strong and flexible; covers a role your S core does not, or upgrades a free option. Build after your S core has a usable gear set. |
| B | Budget / situational | Useful with free gear or in one specific slot; not a priority over the S/A core. Keep at a usable level; do not chase perfect gear. |
| C | Skip for now | Low return for a Steam/Foundry account until the roster and gear library are wider. Do not spend molagora or charms yet. |
Tier letters are this page's build bands. They are not official ratings, and they do not replace full-roster rankings or in-client testing.
Transfer solves the login problem; it does not solve the resource problem. These are the constraints that change the build order.

This is the “clear the next gate” list: story, Wyvern, and the first stable Hunt team. On a new Steam/Foundry account, free specialty-change units do most of the work; banner heroes are optional accelerators. If you already transferred a geared legacy account, you can skip most of this band and go straight to the Guild War and World Arena sections.
PvE bands reward reliability and low gear cost. A hero who clears with free speed gear is worth more to a new account than a premium hero who needs a full set you do not own.
TL;DR — For Guild War, build a tank that can hold a tower, a revive/cleanse support, and one damage dealer you can field on both offense and defense. Do not build twelve Guild War heroes; build four that cover both sides.
Guild War rewards role coverage more than raw tier. A team that survives the first two turns and recycles a revive is usually more useful than a glass cannon that wins one attack and loses every defense. Foundry Guild War is scheduled around 2026-11-21 03:00 UTC per STOVE's celebration table; re-check the live notice before planning guild resets.
Offense wants a reliable opener, a defense-break or strip, and a damage dealer that does not need perfect gear. Speed tuning matters more than a high tier badge.
Defense wants a tank, a cleanse/revive, and enough effect resistance to survive the first control wave. A defense team that stalls is doing its job even when it does not kill.
TL;DR — World Arena rewards draft coverage: speed/CR openers, control, and one or two counterpicks. For a constrained account, build one fast opener and one flexible damage dealer before chasing niche counters.
World Arena is not Guild War with a different button. You need a plan for turn order, cleanse, and the opponent's ban/pick. The heroes that carry a starter account are usually the ones that either start the turn chain or stop the opponent's chain — not the ones with the highest PvE damage.
Exact pick/ban rules and season rewards are client/official. This page only covers build order for a Steam/transfer account.
Before you chase a premium banner, check whether a free or already-owned unit covers the same job. A cheaper unit with the right speed can beat an ungeared premium hero.
| Need | Budget / free option | Why it works |
|---|---|---|
| Cleanse + heal | Angelic Montmorancy | Specialty change; free, and still a real cleanse/heal slot. |
| Defense break + CR | Falconer Kluri | Specialty change; opens Hunt and Guild War offense without premium gear. |
| Single-target damage | Commander Lorina | Specialty change; long-term PvE damage that does not need a limited banner. |
| Wyvern farmer | Alexa | Common dual-attack farmer; pairs with Furious and a tank. |
| Guild War tank | Ras / Fallen Cecilia | Ras is free and serviceable early; Fallen Cecilia is the public-consensus upgrade if you own her. |
| Revive / GW defense | Ruele of Light / Maid Chloe | Public-consensus defensive supports; use only if already owned — do not chase a banner for a defense slot you cannot gear. |
| World Arena speed opener | Judith / Silk | Free CR tools early; replace with a premium opener when you have the gear. |
| World Arena control | Cerise / Fairytale Tenebria | Widely cited control picks; verify the current patch before investing. |
Two weeks is enough to field one PvE team and one Guild War core if you stop spreading resources. Adjust to your actual play time; the order matters more than the calendar.
These are the same 12 cards documented on Heroes, so the art and names stay on-site. The tier letters under each card are this page's scenario bands, not official ratings.
Free specialty-change cleanse/heal. The single best early support investment on a constrained account.
Specialty-change defense break and CR. Opens Hunt and Guild War offense without premium gear.
Specialty-change single-target damage. Slow to build, but a long-term PvE answer that does not need a limited banner.
Wyvern farmer. Build her for one job, then stop; she is not a Guild War or World Arena pick.
Defense break and target for Wyvern. A PvE enabler; keep him on the PvE side of the account.
Earth cleave damage. Speeds story and some PvE farms; falls off in a serious World Arena draft.
Foundry celebration path often highlights a limited Luna join around Rank 70 — confirm on STOVE. Strong PvE damage; not a universal GW/WA answer.
Free knight and story anchor. Early tank for PvE and a serviceable Guild War body when you have no premium tank.
Starter AoE mage. Fine for story clears; not a priority once a real farmer is online.
Early healer. Move to Angelic Montmorancy or another cleanse support as soon as you can.
Free CR push. Useful while you lack a speed opener; replace rather than over-invest.
Free CR pusher. A budget World Arena opener until you own a premium speed unit.
These names are widely cited in public Epic Seven PvP discussion. We list them to show which roles your starter roster cannot fill; we are not claiming a new global ranking. Verify kits and current placement on the linked references.
Heal, cleanse, and CR in one slot. The usual upgrade path from Aither or Montmorancy for players who own her.
Dark knight built for Guild War defense. If you own her, she is usually the first tank you gear.
Revive/cleanse defensive support. A Guild War defense staple when paired with a real tank.
AoE debuff damage that works in PvE and both PvP modes. Flexible, but gear-hungry.
Single-target dark damage with debuff pressure. A Guild War/WA pick, not a starter farmer.
Cleave/revive threat and a common World Arena opener. Expensive to gear; do not chase him before your PvE core.
Anti-cleave and CR disruption. A World Arena answer to speed drafts; niche in PvE.
Control opener for World Arena. Strong when the draft lets her act first; verify the current patch.
No. It ranks build priority for Steam/Foundry and transferred accounts. For full-roster rankings, use epic7db or Prydwen; we link them and do not republish their tables.
No. Transfer keeps legacy progress, purchases, and unclaimed rewards, but Foundry is a separate server track with its own characters and matchmaking. A legacy Heir does not automatically join Foundry Guild War or World Arena.
One PvE core: Angelic Montmorancy, Falconer Kluri, Commander Lorina, and a farmer such as Alexa. Add Furious if your Wyvern team needs defense break. Do not start twelve projects.
Role coverage: a tank, a cleanse/revive support, and one damage dealer you can field on both sides. Foundry GW is posted around 2026-11-21 03:00 UTC; confirm the live STOVE notice and guild membership.
Turn order and draft coverage: one speed/CR opener, one cleanse/immunity option, one flexible damage dealer, and one counterpick. Foundry WA is posted after 2026-12-10 maintenance.
Only what you actually move or re-farm. Transfer does not duplicate gear or molagora. Treat Foundry as a separate resource budget unless you only play the legacy character on Steam.
No. Bands are build priority, not banner advice. Check the live pickup on /banners/, your pity count in-client, and whether the hero fills an open slot.
